Decatur back to square one with water bill problems

Following a mid-November Decatur City Council meeting that featured concern by the city over unpaid water bills and a bunch of unhappy rental property owners who didn’t like the solution the city had come up with to get the water bills paid, the proposed ordinance was ripped up and the city will start over again.
