At last night's Monroe Town Council meeting, the council received a report from Jeff Rowe of Umbaugh, the firm contracted to study the town's sewer and water rates. Rowe said the study found that in each of the past three years, there was a negative cash flow for both the sewer fund and the water fund, meaning that they spent more than they brought in.
